High Rise

Fires in High Rise buildings pose some of the most unique and greatest challenges to today’s fire service. The building’s design, its internal systems, the height and area of the building, internal water supply, as well as the buildings occupant load are just a few of the many elements that will greatly influence a fire department’s operations.

Due to the complexity of high-rise buildings, chiefs as well as company officers need to be well versed in all areas of responsibilities.

Test Question:

As a Ladder Company Officer assigned to a reported fire in a high-rise building, the Incident Commander assigns you and your crew to take charge of lobby and the building systems. Identify the area of responsibilities with this assignment.

Answer:

  • Check in and obtain a briefing from the Logistics Officer (if established) and/or Incident Commander.
  • Establish and operate a personnel/crew accounting system for building entry and exit points.
  • Maintain a Unit/Status Log.
  • Control all building access points.
  • Direct building occupants/evacuees and exiting personnel to safe areas/exits.
  • Direct personnel to correct stair/elevators.
  • Assume control of the elevators.
  • Establish contact with the building engineer, building security, elevator maintenance, and utility company.
  • Assign members to monitor and report on building and alarm detection systems.
  • Review and evaluate the HVAC, smoke removal, utility, stair protection and security systems.
  • Evaluate and determine the status and operation of the fire pumps, as well as the domestic water supply and its availability.
  • Establish multiple communication links through public address, fire department radio, emergency phone, hardwire systems, and sound powered systems.
  • Coordinate the assigning and staging of EMS for FD personnel.
  • Coordinate the assigning and placement of the departments rehab area.
  • Give periodic progress reports to Logistics and/or Command.
